I have an HP Pavilion Entertainment PC that came with Windows XP installed. It’s video outputs are VGA, composite yellow, and S-video. I want to connect it to my TV and use it as a HTPC. With VGA, the screen is very dark, and this cannot be changed satisfactorily through the Tv or pc. I havent tried the s-video yet. using the composite yellow, i have screen brightness, but before windows boots, the screen flickers badly. I want to use this plug. can i set the video output to pal/ntsc when geexbox boots, or edit the iso?

Just try it.
Burn a CD with geexbox ISO and boot by the CD.
